Pursuant to Point a, Clause 2, Article 72 of the Law on Civil Status 2014 stipulates:

Civil status civil servants

2. Commune-level judicial - civil status officers must have the following criteria:

a) Having an intermediate degree in law or higher and have received training in civil status profession;

b) Have clear handwriting and appropriate computer skills according to job requirements.

Based on the actual conditions of area, population, volume of judicial and civil status work in the locality, the Government shall prescribe the arrangement of judicial and civil status officers to undertake full-time civil status work.

Therefore, the requirement to have a university degree is not required according to the above regulations.

In Vietnam, the duties and powers of civil status civil servants at commune level?

Pursuant to Clause 1, Article 73 of the Law on Civil Status 2014 stipulates the tasks and powers as follows:

1. In the field of civil status, commune-level judicial - civil status officers have the following tasks and powers:

a) Comply with the provisions of this Law and other relevant laws on civil status;

b) Take responsibility before the commune-level People's Committee and the law for civil status registration;

c) Propagating, disseminating and mobilizing people to observe the provisions of the law on civil status;

d) Help the commune-level People's Committee to register civil status in a timely, accurate, objective and honest manner; fully update civil status events registered in the electronic civil status database;

d) Take the initiative in checking and reviewing for timely registration of births and deaths arising in the locality.

For areas where the population is not concentrated, with difficult travel conditions, and far from the headquarters of the commune-level People's Committee, judicial and civil status officers shall report to the commune-level People's Committee for the mobile registration organization. for birth, marriage and death registration;

e) Regularly improve legal knowledge to improve civil status registration capacity and profession; participate in professional training courses organized by the People's Committees or superior judicial agencies;

g) Take the initiative in reporting to and requesting the People's Committee of the same level to cooperate with agencies or organizations in examining and verifying civil status information; request agencies, organizations and individuals to provide information for verification upon civil status registration; coordinate with police agencies of the same level in providing basic civil status information of individuals for the national population database.
